오늘 2023년 3월9일 18시경 인천광역시 중구 인천국제공항 제1 여객터미널 공항 꿈나무 어린이집에서 건축업자 A씨가 시설 유지보수를 위해 드론을 운용하다 적발되었습니다. 이에 대해 인천공항 대테러, 경찰, 군 등이 출동하는 일이 벌어졌습니다.
건축업자 A씨는 경찰에 진술을 하면서 "드론 운용이 불법인지 몰랐다. 케노피 디자인을 위해 드론으로 건축물만 잠깐 촬영하려고 했다"고 말했습니다.
인천공항은 이미 인천국제공항공사와 인천경찰청, 중부지방해양경찰청, 육군 제17보병사단과 ‘인천공항 불법드론 공동대응을 위한 대테러 업무협약’을 체결한 바 있습니다. 항공안전법에 따라, 인천공항 주변에서 드론을 운용하는 것은 불법이며, 무관용 원칙에 따라 공항 관제권 내 미승인 드론 비행에 대한 처벌이 강화되어 500만원의 벌금형을 받을 수 있습니다.
또한, 인천공항에서 드론을 운용하면서 발생하는 사고나 위험 요소가 있을 경우, 항공기에 대한 심각한 위협으로 인식될 수 있습니다. 지난해 7월에는 인천국제공항에 단순한 드론 출현으로 항공기 9대가 이착륙을 못하고 활주로 운용이 90분간 마비된 사례가 있었습니다. 따라서, 드론 운용에 있어서 항상 안전에 최대한 신경을 써야 합니다.
인천공항에서 드론을 운용하는 것은 불법입니다. 이는 인천공항 주변이 드론 비행이 금지된 "비행 안전 제한 구역"으로 지정되어 있기 때문입니다. 따라서, 인천공항 주변에서 드론을 운용하는 것은 국가에서 엄격한 규제를 시행하고 있으며, 법적인 책임을 물을 수 있습니다.
On March 9th, a construction worker named A was caught operating a drone at the Incheon International Airport's Dream Tree Kindergarten located in Jung-gu, Incheon. The incident led to the deployment of anti-terrorism units, police, and military personnel. A stated to the police that he did not know drone operation was prohibited and that he was only trying to briefly capture images of the building for design purposes.
Earlier, on the 25th, the Incheon International Airport Corporation (CEO Kim Kyung-wook) had signed a "Joint Anti-Illegal Drone Response Agreement" with the Incheon Metropolitan Police Agency (Chief Lee Young-sang), the Central Regional Coast Guard (Chief Kim Byung-ro), and the 17th Infantry Division of the Army (Division Commander Eo Chang-jun).
Under the principle of strict liability, in accordance with the Aviation Safety Act, unauthorized drone flight within the airport control zone is subject to enhanced punishment, including a fine of up to 5 million won.
In July of last year, a simple drone sighting at Incheon International Airport led to the disruption of 9 aircraft takeoffs and landings, resulting in the runway being out of operation for 90 minutes.
